Its offices in North America, South America and Europe work together in a number of strategic campaigns in order to achieve measurable results in marine conservation and management of each country’s Ecological Economic Zones (EEZ). OCEANA’s office in Brazil is headquartered in Brasília and works with the government, the society, the fishing sector and scientists to influence changes and necessary adjustments in policies, management and marine fishing activity. Our strategic goals are to encourage adequate exploitation and consumption of target fish species, the protections of fish nurseries and spawning, as well as mitigation of by catch and other EEZ impacts. General Summary of Position

The Diretor Administrativo e Financeiro/Office Administrator serves in a key leadership position helping to ensure the successful operation of Oceana Brasil. This position requires a person who is clear and precise regarding the implementation of Oceana’s legal requirements, policies and procedures, as well as flexible in reaching goals and maintaining interpersonal relationships.

The incumbent is responsible for ensuring that Oceana Brasil’s operational systems are working efficiently and effectively to support the organization’s strategic goals.  S/he will ensure that Oceana is meeting the legal and regulatory requirements in Brasil and is following the policies and procedures of the global organization. The Director leads the budget process (annual, campaign and donor) and produces financial reports and analyses for donors, advisors and external auditors. S/he ensures that Oceana Brasil’s resources are properly utilized, in accordance to the organization’s policies and procedures and in strict conformity with Brazilian regulations and the donor requirements.

S/he is responsible for the financial, accounting, human resources, office administration, IT – Information Technology, contracts and procurement functions in Brasil.

The Director with work with the Vice President and others to ensure the successful execution of Brasil’s programmatic goals.  S/he will ensure coordination within the Brasil team and with the entirety of Oceana with a focus on the operational areas. 

The Director reports directly to the Chief Financial Officer (CFO) with a dotted line to the national Vice-President.


Main Duties and Responsibilities

  • Lead Oceana Brasil’s budget development in coordination with the global processes.  Ensure budget guidelines and thresholds are followed throughout the year. Monitor and propose corrective action when needed. 
  • Responsible for a broad range of HR functions including but not limited to: hiring and on-boarding new personnel; benefits administration, maintenance of accurate employee data and files, documenting processes and procedures; and compliance.
  • Responsible for the effective performance of various accounting functions, including general ledger, accounts payable/receivable, payroll, bank reconciliations, audit, insurance and tax reports, and fixed assets. Ensures accurate and timely preparation of internal financial reports and submission of external reporting.
  • Manage contracts and procurement of third party products to ensure adequate protections for Oceana and compliance with internal and external policies and regulations.
  • Assist the global IT department in the provision of local support.
  • Serve as the central point for the management of events, meetings, conferences and expeditions.
  • Manage the office in Brasília, Brazil and other operations (HR and Finance) staff. 

Educational and Professional Experience:

  • A degree in Administration, Finance, Economy or Accounting and 7 years of people and business management experience.
  • Excellent written and oral skills in Portuguese and English.

Work environment:

  • Office headquartered in Brasília.
